Introduction of Qatar National Evaluation-Early Years Education (QNE-EYE) Standards is a welcomed step by the Ministry of Education to improve the quality of learning and care for young children in early childhood settings.
When implemented across all preschools and kindergartens, the QNE-EYE should help ensure quality and consistency across all early years learning programs implemented in Qatar.
The framework sets out the criteria to be used in the evaluation of all early years settings. It comprises the six Standards that form the basis for self-evaluation of a school:
- Children’s progress and development
- Educational quality
- Care and welfare of children
- Partnerships with parents and the community
- Resource management
- Effectiveness of Educational Leadership
The first standard is concerned with children’s progress and development: how much progress they make in language, mathematics and in their ability to learn; and how well they are developing personally, socially and physically. Above all, this standard is concerned with the extent to which children are ready, by the time they leave the early years setting, to begin the primary phase of their education.
The other five standards concern the aspects of the work of settings that have the most impact on children’s progress and development: the quality of the curriculum; the teaching and assessment; the care and welfare of children; partnerships with parents and the community; how well staff and resources are managed; and the effectiveness of the leadership of the setting.
Each Standard includes a number of Aspects and Focus Areas, around which the self-evaluation and the assessments made by visiting evaluators are structured.
It is expected that all early childhood services will need to complete self-evaluation and provide evidence of their use of the QNE-EYE in design and delivery of their early years learning programs.
Implementation of the QNE-EYE will take time and energy at a number of levels.
To assist with the transition, Educare Training & Consulting will be offering support consulting and workshops to help schools and early years settings to undergo a processes of self-evaluation and further guide early years educators in Qatar to use and implement the QNE-EYE in their settings.
We will be hosting an innovative QNE-EYE Tips regular sessions providing tips, guidance, resources and support to help implement the QNE-EYE. We have also planned for a number of workshops to support leaders and directors who are implementing the QNE-EYE.
Although many preschools and kindergartens in Qatar are already implementing principles and practices of EYFS, many early years settings will struggle with the challenges in implementing QNE-EYE.
This is why Educare aims to provide assistance in interpreting the document and accessing professional learning and resources to facilitate the implementation of QNE-EYE at your school.
The early years sector is very complex, and it is never easy to undergo significant changes as a school. But, with careful planning and consultations as well as educating your staff, we are confident we will help you achieve consistent quality across all areas.
